Passage of ballot issue could put Ohio at a competitive disadvantage

(COLUMBUS, April 23, 2008) - The Ohio Society of CPAs is opposing the proposed Healthy Families Act, citing the issue as an anti-competitive initiative wrapped in ambiguous ballot language.

The proposal would require Ohio employers with 25 or more employees to provide a minimum of seven paid sick days for all full-time employees and paid time off for part-time employees. Under the proposal’s language, full-time is defined as 30 hours per week. It also prohibits the reduction of existing benefits in order to comply with the new mandate, placing substantial financial and administrative burdens on employers. Ohio would be the first state in the country to adopt mandatory paid sick leave; currently the only jurisdiction with mandatory sick leave is the city of San Francisco.

When discussing the sick leave issues, Jim Haubrock, Chair of the Executive Board of The Ohio Society of CPAs, commented that “Coming on the heels of passage of the 2006 minimum wage amendment, this is a step backward that could make it even harder for Ohio to overcome current economic difficulties and will negatively affect the state’s ability to attract new business.”

“States we compete with to recruit and retain employers could use this as an economic development tool,” Haubrock said.  “Given our current economic state, many businesses are already operating under a slim profit margin. Rather than helping employees, this proposed mandate may force employers to cut workers’ hours, downsize employees, or simply go out of business.”
