OSCPA joins forum on Ohio’s Supreme Court judge election process

The Ohio Society of CPAs joined trade and professional associations, education groups, labor unions and educators at a forum to discuss possible changes to the process of how Ohio selects Supreme Court Justices. Ohio Supreme Court Chief Justice Tom Moyer, the League of Women Voters and the Ohio State Bar convened the “Forum on Judicial Selection: A Time for Action” on Nov. 19-20 to discuss selection options used by other states and gauge the level of support for seeking voter approval to make a change.  

Citing studies that indicate that a majority of the public believes campaign contributions hinder the impartiality of justices, proponents suggest that stopping judicial elections would reduce the role of money in races for Ohio’s seven-member Supreme Court. Successful candidates for the Ohio Supreme Court typically spend $1 million or more.

Any switch from the current practice of electing justices requires a constitutional amendment approved by the voters. It could be placed on the ballot either by voter referendum or a 3/5ths affirmative vote by both Chambers of the Ohio General Assembly. The issue last came before voters in 1987 and was voted down overwhelmingly.

Based upon input gathered at the forum, the conveners will recommend putting a change on the ballot. Moyer expects that the issue will be put before the voters no earlier than 2011.
